BRIEF
Madison West Consulting was hired to create a regional communications and public relations plan with the objective of ensuring a high turn-out for the 2020 Census in the Kansas City region, especially the hard to count communities. The aim of the Census in accordance with the U.S. Constitution was to conduct a fair and accurate census and count every single resident living in the entire country, citizen or not. In Kansas City, census information guides billions in federal funds to the state annually, which amounts to approximately $4700 per household in Missouri and $4000 per household in Kansas. Kansas City has historically suffered from a significant undercount due to its high concentration of hard to count communities, which include people who are low-income, experiencing homelessness or living in low-visibility housing, undocumented people, non-fluent English speakers, racial/ethnic minorities and children aged 8 and younger.
WHAT WE DID
Madison West was responsible for creating the communications and public relations plan and strategy. The communications plan provided stakeholders with information that defined who should be given specific information, when that information should be delivered and what communication channels would be used to deliver the information. The public relations piece of the plan executed and defined the strategies used to reach the hard to count communities in an attempt to reduce an undercount in the Kansas City region.
